Each Conference participant is required to submit a registration application through the INDICO registration system.  

Credentials 

Credentials of each Representative shall be submitted to the Director-General. The Letter of Credentials shall be issued either by the Head of State or Government or by the Minister of Foreign Affairs of the Member State concerned, or any other authority acting on their behalf (See Rules of Procedure of the Conference of the States Parties, Rules 26, 27 and 28).

Participation

Member States 

Each OPCW Member State is represented at the Conference by one representative, who may be accompanied by as many alternates and advisers as may be required by the delegation. The representative and all such alternates and advisers shall constitute the Member State’s delegation to the Conference (See Rules of Procedure of the Conference of the States Parties, Rule 23).

Signatory States 

Subject to prior notification to the OPCW Director-General, any Signatory State delegations are entitled to observe and participate in plenary non-classified sessions of the Conference, without the right to vote. (See Rules of Procedure of the Conference of the States Parties, Rule 29)

Non-Signatory States 

Non-Signatory State delegations may apply to the OPCW Director-General for observer status, which may be given through a decision of the Conference. Delegations with observer status are entitled to observe and participate in plenary non-classified sessions of the Conference, without the right to vote. (See Rules of Procedure of the Conference of the States Parties, Rule 30) 

UN Secretary-General & UN specialised agencies 

The UN Secretary-General or a representative, and representatives of UN specialised agencies are entitled to observe and participate in plenary non-classified sessions of the Conference, in accordance with the relevant relationship agreements, or subject to a decision of the Conference, without the right to vote. (See Rules of Procedure of the Conference of the States Parties, Rule 31) 

International Organisations 

International Organisation delegations are entitled to observe and participate in plenary non-classified sessions of the Conference in accordance with the relevant relationship agreements, or subject to a decision of the Conference, without the right to vote. (See Rules of Procedure of the Conference of the States Parties, Rule 32) 

Chemical Industry and Scientific Community 

Representatives of chemical industry and the scientific community are entitled to observe and participate in plenary non-classified sessions of the Conference subject to a decision of the Conference, without the right to vote. 

Non-Governmental Organisations (NGOs) 

Subject to a decision of the Conference, Non-Governmental Organisations are entitled to observe and participate in plenary non-classified sessions of the Conference, without the right to vote. (See Rules of Procedure of the Conference of the States Parties, Rule 33) 

Detailed information regarding participation of Non-Governmental Organisations will be communicated to approved NGOs in due course.
