The OPCW jointly organized with the National Authority of Chile a basic course for specialists on responding to chemical warfare agents and toxic industrial chemicals (TICs). The course was held from 17 to 21 March 2014 in Santiago de Chile for 36 participants from 19 States Parties in the Latin America and Caribbean (GRULAC) region.

This basic course is part of a pilot project in the GRULAC region that consists of an advanced course and an exercise course to be conducted in Argentina and Brazil, respectively, in 2014. The project aims to develop the protective capabilities of States Parties in the region against chemical weapons and incidents with TICs.

The basic course provided general knowledge on chemical warfare agents and toxic industrial chemicals, individual protective equipment, and detection and decontamination equipment. Emergency response procedures were discussed and tested in a table-top exercise. Participants also discussed implementation of Article X of the Chemical Weapons Convention and regional cooperation issues.
