The Second Special Session of the Conference of the States Parties to review the operation of the Chemical Weapons Convention (hereinafter “the Second Review Conference”) will be held at the World Forum Convention Centre (WFCC), Churchillplein 10, The Hague, the Netherlands, from 7 to 18 April 2008.
The official opening will take place in the World Forum Theater at the WFCC on 7 April 2008. Participants will be informed at a later stage on the time of the opening. They are requested to be seated in the World Forum Theater 15 minutes prior to the opening.
Invitations to the Second Review Conference were sent to States Parties and other entities in February 2008 together with the registration forms. The provisional agenda for the Second Review Conference will be drawn up by the Fifty-Second Session of the Executive Council and will be circulated to Member States as soon as possible thereafter.
Where necessary, delegates, and representatives of international organisations, non-governmental organisations (NGOs), and the media are responsible for obtaining any required visas for entry into the Netherlands. Visas may be obtained from a diplomatic or consular mission of the Netherlands.
Annex A lists countries whose nationals require a visa for entry into the Netherlands; Annex B covers those countries whose nationals do not.
Delegates whose country of residence does not have a consular mission of the Netherlands may obtain a visa from the mission of another country that is also party to the Schengen Agreement and that is responsible for issuing visas on behalf of the Netherlands. For a list of the Schengen countries please refer to the footnote in Annex B below.

Each participating State Party is requested to send the Secretariat the name and designation of each participating member of its delegation no later than Monday, 10 March 2008. All delegates should register as soon as possible after they arrive in The Hague.
For participants who arrive early in The Hague or who are based in The Hague, pre-registration will be possible between 10:00 and 18:00 on Friday, 4 April 2008 in the reception area of the OPCW headquarters building. The registration desk at the WFCC will be open between 10:00 and 18:00 on Sunday, 6 April 2008 and throughout the Second Review Conference between 08:00 and 18:00.
When they register, all delegates for whom the Secretariat has received an appropriate official communication from the relevant government authorities will be issued an OPCW security badge for the Second Review Conference.
States Parties are required to submit the credentials of their representatives to the Second Review Conference. According to Rule 26 of the Rules of Procedure of the Conference, credentials should be issued either by the Head of State or Government, or by the Minister of Foreign Affairs, or by any other authority acting on their behalf. They must be submitted to the OPCW Director-General not less than seven days in advance of the session – in this case no later than Monday, 31 March 2008. Credentials are required only of the representative of each State Party, and not of additional members of the delegation.
Delegations of all States Parties to the Chemical Weapons Convention are entitled to take part in all the proceedings of the Second Review Conference, including the adoption of decisions, and to deliver statements.
The delegations of Signatory States are entitled to attend plenary meetings of the Second Review Conference other than those designated as private, to deliver statements at these meetings, to receive documents, and to submit their views in writing to other delegations. In addition, once having notified the Director-General of their intention to do so, they are entitled to participate in the deliberations of the Second Review Conference but shall not take part in the adoption of decisions, whether by consensus or by vote.
Non-Signatory States may apply to the Director-General for observer status, which may be accorded to them by a decision of the Second Review Conference. Any such State that is accorded observer status shall be entitled to appoint an observer, who may attend and participate in plenary meetings other than those designated as private, but who shall not take part in the adoption of decisions, whether by consensus or by vote. Such observers may also receive documents of the Second Review Conference.
The Secretary-General of the United Nations and/or his or her representative and the representatives of the specialised agencies are entitled to attend and participate (without the right to vote) in sessions of the Second Review Conference on matters of common interests between them and the OPCW, in accordance with their respective relationship agreements or subject to the approval of the Second Review Conference.
Representatives of international organisations, other than the United Nations and the specialised agencies are entitled to attend and participate (without the right to vote) in plenary meetings of the Second Review Conference on matters of common interests between them and the OPCW, in accordance with their respective relationship agreements or subject to the approval of the Second Review Conference.
NGOs, chemical industry representatives and chemical industry associations that have an interest in the activities of the OPCW and wish to attend the Second Review Conference should apply to the Secretariat's Media and Public Affairs Branch, preferably before 10 March 2008. Subject to a decision of the Second Review Conference, they may be invited to attend plenary meetings.
Before the Second Review Conference begins, the Secretariat will post an advisory note/application form for NGOs and Industry on the OPCW website explaining how to apply to attend the Second Review Conference. Applications should include a description of those activities of the NGO that are relevant to the purpose of the Convention, and should list the NGO's sources of funding.
A draft list of participants will be distributed during the course of the session.
The programme of the meetings will be printed in the Conference Journal, which will be issued on a daily basis and will specify conference rooms and times of meetings. Unless otherwise decided by the Conference, morning meetings will commence at 10:00 and afternoon meetings, at 15:00. A daily programme of meetings, events, and announcements will be available at the Registration Desk and at the Documentation Counter.
The main business of the Second Review Conference will be conducted in the plenary meetings and meetings of the Committee of the Whole in the World Forum Theatre. Separate rooms, without interpretation facilities, will be available for meetings of the various regional groups. Regional coordinators are requested to inform Ms Jocelyne Turner, Conference Services Officer, of the times and locations of their regional group meetings. These will be listed in the OPCW Journal, which will be issued daily during the Second Review Conference. A map of the WFCC showing the location of the various conference rooms will be provided to each delegation.

A drawing by lot will be held to determine the order of seating for delegations. |The delegation of the State Party whose name is thus drawn will be seated on the extreme left of the front row in the World Forum Theatre. Other delegations are seated in English alphabetical order, starting with the seats next to those for the State Party whose name was drawn, and moving from left to right in each row. The drawing for the Second Review Conference will take place at the Fifty-Second Session of the Executive Council. Member States will be informed about the result of the drawing as soon as possible thereafter.
Four designated seats, two of which will be at a table, will be provided to the delegation of each State Party. Additional undesignated seats will be available at the rear of the hall.
The delegations of signatory States, non signatory States, and representatives of intergovernmental organisations and specialised agencies, as well as NGOs will each have two designated seats, one of which will be at a table.
Simultaneous interpretation into the six official languages of the OPCW —Arabic, Chinese, English, French, Russian, and Spanish— will be provided at plenary meetings and meetings of the Committee of the Whole only.
Delegations may deliver statements in a language other than an official language of the OPCW. In such cases, the delegations concerned will be required, under Rule 88 of the Rules of Procedure of the Conference, to provide interpretation into one of the six official languages, and to give advance notice to Mr Mechislav Remishevski, Head, Language Services Branch, so that adequate technical arrangements might be put in place.
Requests for inscription on the list of speakers in the general debate should be made in advance, either personally or in writing, to the Secretariat for the Policy-Making Organs, indicating the preferred date and time. Speakers will be inscribed on the list on a first-come, first-served basis. Given the large number of delegations wishing to take the floor under this agenda item, a time limit of 5 to 7 minutes per statement should be observed.
In accordance with Rule 88 of the Rules of Procedure of the Conference, representatives may make a speech in a language other than one of the six official languages, provided that they themselves provide for interpretation into one of the official languages. Representatives wishing to avail themselves of this facility should give notice well in advance to Mr Mechislav Remishevski, Head, Language Services Branch.
To facilitate the interpretation of statements to be delivered during the general debate, delegations should provide 10 copies of each such statement to Ms Jocelyne Turner, Conference Services Officer, well in advance of delivery, or 250 copies of any statement they also wish to be distributed to other delegations.
In accordance with established practice, statements made during the general debate and provided to the Secretariat, preferably in electronic format, will be compiled and issued as a document of the Conference (please submit to the office of Documents Control during the Conference or by e-mail to akhodakov@opcw.org immediately following the Conference). At the request of the State Party, these statements will be made available on the OPCW website at www.opcw.org/rc2/
One set of Session documents will be provided to each delegation in the World Forum Theatre. For additional copies, delegates should fill out a document-request form at the documentation counter opposite the World Forum Theatre.
Delegates who are submitting draft decisions, national papers or other documents to the Second Review Conference are requested to provide these to Mr Alexander Khodakov, Secretary to the Policy-Making Organs as early as possible.
Those wishing to organise receptions or other similar events during the Second Review Conference should, for coordination purposes, contact Ms Milijana Danevska, Head of Protocol.
Throughout the Second Review Conference lunches for delegates will be available between 12:00 and 15:00 at the OPCW cafeteria, located in the headquarters building on the first floor. Snacks and beverages will be available in the ground-floor delegates' lounge when Conference meetings are being held in the headquarters building.
In addition, the World Forum Convention Center has a café and restaurant on either side of the main reception area. A coffee corner will be located in the Oceania Foyer Delegates’ Lounge.
One month prior to the opening of the Second Review Conference, the Secretariat will issue a media advisory note setting out the procedures for accreditation. Media organisations wishing to report from the Conference should accredit their representatives.
When they register, all delegates for whom the Secretariat has received an appropriate official communication from the relevant government authorities will be issued an OPCW security badge for the Second Review Conference. Delegates who already hold an OPCW security badge will also be issued a special badge specifically for use at the Second Review Conference. Security badges must be worn at all times in the Conference area and will be required as identification at official OPCW venues other than the WFCC.
Delegates attending the Second Review Conference are advised that metal-detection and x-ray equipment will be installed at all points of entry to the WFCC and that all delegates will be screened each time they enter the area. The Secretariat appreciates that these security measures may cause some inconvenience but wishes to emphasise that they are being taken for the security of all those attending the Second Review Conference. It is recommended that delegates allot extra time to clear security screening prior to scheduled meetings, particularly before the first sitting of the Second Review Conference.
The use of cellular telephones, radio transmitters, recording devices and cameras may be restricted in certain areas of the WFCC and other venues. Any such restrictions will be clearly posted.
Delegates are reminded not to leave briefcases or any valuable items unattended in the meeting rooms. Participants are also advised to carry their valuables safely, especially at railway stations and while on public transport. Reports of Lost/Found items at the Second Review Conference should be brought to the attention of the Security Office located on the first floor.

The main number to call in case of emergencies (police, fire, ambulance) is 112. For non-urgent matters, the police can be reached at 0900-8844.
For non-emergency security situations in any of the venues for the Second Review Conference, delegates should contact the security staff on duty at the venue or call the OPCW Security Control Centre at +31 (0)70 416 3315. For emergencies in the WFCC, delegates should notify the security staff on duty or dial 222 from any of the courtesy telephones in the meeting rooms. An on-site security office is also available on the first floor of the WFCC and will attend to any emergencies and security situations at that venue during the Second Review Conference.

Should medical first aid be required, security personnel may be contacted at any time.

The World Forum Theatre and the OPCW Building have good disabled access due to their wide doorways and the absence of thresholds. There are lifts to all floors and disabled toilet facilities are available on every floor. Wheelchair places are available in the WFCC Theatre (timely reservation is recommended) and there is also an induction loop for the hearing impaired.
Telephone booths can be found in the WFCC lobby. Telephone cards may be purchased from the Reception Desk for five or ten Euros each.
If you are calling from outside the Netherlands to The Hague, add the country code (31) and the city code (70) to the telephone number. From within the Netherlands, calls to The Hague should be preceded by 070. Calls within the city do not require a city code. The city code for Amsterdam and Schiphol Airport is 20. The directory assistance for numbers within the Netherlands is 0900 8008, and for international numbers is 0900 8418.
Internet and business-applications computers and printer for participants will be located in the foyer between "Central America" and "South America" rooms. Wireless Internet access will be available in the World Forum Theatre and in the Delegates’ Lounge for delegates with wireless Internet-ready laptops.
Stamps can be bought at the information desk at the WFCC. A mailbox can be found next to the paid cloak room, to the right, when entering the WFCC.
Paid parking is available in the underground garage at the WFCC. Day tickets (€12, including VAT) may be purchased at the main reception desk.
There is a cash dispenser to the left of the main entrance at the WFCC and an ABN-AMRO cash dispenser located in the OPCW building. In the center of town, and at the railway stations, you will also find currency exchange facilities.
The currency of the Netherlands is the euro. The daily exchange rates can be checked at www.oanda.com/convert/classic. Credit cards are accepted at most major stores, restaurants and hotels, and PIN pass debit cards are also widely accepted. Smaller shops, however, may sometimes accept cash only.
Coat racks will be located at the entrance of the conference area upon entering through the metal detectors, to the left.

Delegations will be required to make their own local transport arrangements, at their own expense, both from the airport to their hotels and for the duration of their stay in The Hague.
Taxis and limousines are readily available at Schiphol (Amsterdam) Airport. There is also a frequent and reliable train service between Schiphol and the two main railway stations in The Hague (Central Station and HS). Cars can be rented on a daily or weekly basis.
Participants are advised to only use licensed taxis which have blue number plates. When ordering a taxi, please indicate that special OPCW rates are available to you when you use taxis from the following company: City Tax - Tel: +31 (0)70 383 0830.
Yellow taxis are numerous everywhere and can be hailed when the (middle) light on their roofs is lit. At airports you are advised not to accept a ride from unlicensed taxis but to go to the taxi stand where you will be given an indication of the fare to your destination.

The WFCC can be reached by trams #1, #10 (limited hours) or #17, and by bus #14.
Transport tickets (strippenkaarten) valid for trams and buses can be purchased from the main reception desk at the WFCC or from tobacco shops, newsstands, train stations, post offices or transport kiosks. Tickets bought directly from the driver cost up to 40% more per ride. With pre-purchased strippenkaarten, a single journey within one zone costs 2 strips (€1.60), two zones cost 3 strips (€2.40). Strippenkaarten of 15 strips or 45 strips are more economical per ride. Once on board, the driver can tell you the amount of strips needed per individual ride. (See Annexes E and F for additional information.)
In The Hague some small shops are open on weekdays from 9:00 until 18:00, with larger shops opening at 10:00. Bakeries open earlier. On Thursday evenings, large stores stay open until 21:00. On Sundays, the large stores in the city center are open but not until 12:00 noon. On Mondays many stores open only in the afternoon.

Public transport in the Haaglanden region is provided by HTM (HTM Personenvervoer nv). Buses, trams and RandstadRail can take you almost anywhere you want to go in the Haaglanden region, which includes The Hague, Delft, Rijswijk, Voorburg, Leidschendam, Nootdorp, Wateringen and Zoetermeer.
On the website (www.htm.net) the Lijnennetkaart (route map) provides a good overview of all routes. It also shows street names and public and tourist locations. You can easily find your destination by searching for a particular street or location in the route map; you can also see an overview of all public transport in the vicinity of your destination. The various lines and stops in the map are clickable and will put you through to the timetables. You can also search the timetable database directly from the homepage of this website. The tables are available for each line individually, sortable by destination and stops. First, choose the route and your preferred destination. You will then be taken to a page where you can choose between planning a route (from a to b, on one bus or one tram line) or consulting the timetables or route lists.
For pricing purposes, the Netherlands is divided into zones for travel by bus or tram. The Hague and Haaglanden region is also divided in this way. The HTM zonemap shows how many zones a trip will cross. You find the zonemap on the website in the English section; also an overview of all zones is presented in all bus and tram stops.
To travel by bus or tram, you can choose from various types of tickets. The strippenkaart (literally ‘ticket of strips') is the most well known. This long, narrow ticket is divided into segments known as strippen.
You decide beforehand how many zones your trip will cross and then count off the required number of strippen on your ticket. Each zone costs one strip and there is a starting fee of one strip. You therefore add one strip to the total to arrive at the number of strippen your trip requires. On HTM buses, the driver can stamp your strippenkaart for you. Just tell the driver your destination or the number of zones you want to cross. When you board a tram, you can either stamp your strippenkaart yourself with the stamping machine or ask the driver to stamp it for you. To use the stamping machine, count the correct number of strippen, fold your ticket at the bottom of the correct strip, and then insert the card with the fold forwards into the stamping machine until you hear a click. It is possible for more than one person to travel on the same strippenkaart. All you have to do is stamp the correct number of strippen for each person. For example, if you and a friend are going to cross two zones, stamp the last one of three strippen for yourself and then do the same for your friend.
Please board the buses only via the front door. Hand your ticket to the driver to stamp or show your valid, stamped strippenkaart or your season ticket. Each time you change to another bus (or tram), you must show your ticket again. When you wish to alight from a bus, you must use one of the side or rear doors. You may board (with a valid ticket) or alight from the trams via any of the doors. To let the driver know that you want the bus or tram to stop at the next stop so that you can get off, press one of the ‘stop’ buttons in the vehicle. A red light will come on to confirm your request. At the stop, the bus driver will open the doors. Remember, though, that if you want to alight from a tram, you will have to press one of the ‘open’ buttons beside the doors.
Left something behind on a tram or bus? Don't worry: the HTM personnel check their vehicle after every trip. In most cases, they retrieve forgotten objects and deliver them to HTM Klantenservice. You can contact HTM Klantenservice on the following business day (Monday to Friday, 11.00 to 17.00) at (070) 384 8203. If you lose something on a Friday, Saturday or Sunday, please contact HTM Klantenservice on the following Monday.
Strippenkaarten and other tickets can be bought from:
Strippenkaarten and season tickets are valid throughout the Netherlands . A strippenkaart entitles you to use any transport company (except the Nederlandse Spoorwegen*) that operates within the zones you wish to travel through. If you stamp your strippenkaart for one, two or three zones, it is valid for 60 minutes; if you stamp it for four, five or six zones, it is valid for 90 minutes. You may change as many times as you wish to other trams or buses, provided that your ticket is still valid. If for some reason your journey will take longer or cross more zones, you will need to stamp additional strippen.
* (For the trains of NS (Nederlandse Spoorwegen) there is an exception to the rule. It is possible to travel by train with a strippenkaart, but only from station to station within The Hague).
Apart from the tram or bus driver, you may also encounter other HTM staff while you are traveling. The service and also the ticket inspection staff are there to serve travelers and to ensure safety during the trip. Service staff can be found on all HTM’s buses and trams. They are there to provide information and to lend a helping hand to passengers boarding or alighting from the vehicle. They also accompany children to school and assist during major events. These staff are also regularly on patrol at the stops at Station Den Haag Centraal, Station Hollands Spoor and certain stops in the city centre. At these stops, the inspectors might ask to see your ticket before you board a bus or tram. You must be in possession of a valid ticket in all HTM vehicles and at the security stops. If you cannot produce a valid ticket, you will be fined € 37.40. In some instances, however, an inspector might give you the opportunity to buy a € 20 ‘control ticket’ instead of paying the fine.

Follow the A12 to Den Haag. The A12 changes to the Utrechtsebaan. At the end, turn left at the traffic lights to the Zuid Hollandlaan. Turn right at the next traffic lights to the Koningskade, which changes to the Raamweg. After passing under the fly-over immediately take the first right. Follow the bend to the Hubertus viaduct and continue straight along the Prof. B.M. Teldersweg which changes to the Johan de Wittlaan. Follow the signs to World Forum Convention Center .
Follow the A44 in the direction of Centrum Den Haag/Scheveningen. The A44 changes successively to the N44, the Benoordenhoutseweg and the Zuid Hollandlaan. Further, as mentioned above.
Coming from the A13 at traffic intersection Ypenburg follow the signs in the direction of Amsterdam (=A4). At the Prins Clausplein follow the signs Den Haag/Voorburg. Pass over the viaduct, follow the signs to Den Haag and continue on the Utrechtsebaan. Further, as mentioned above.
