Universality means the goal that all countries in the world become parties to the CWC and members of the OPCW.

If all countries in the world joined the Convention, they would be required to make it a crime for anyone, anywhere to make, have, or use chemical weapons. This would help to deter any individual, group, or government from doing so and ensure that those who violate the Convention are punished. When all States belong to the OPCW we will be able to live in a chemical weapons-free world.

By signing the Chemical Weapons Convention, the Signatory countries that have not yet ratified it promise to abide by the major principles of the Convention.
