Purpose and scope
This handbook is intended to organise the inspection-related communications requirements of the Chemical Weapons Convention (CWC) by means of a set of user-friendly notification forms for inspection-related communications between the Technical Secretariat of the OPCW and the National Authority of each inspected State Party (ISP).
The handbook is divided into the following three sections, each with the following functions:
Section A, which provides a general introduction to the forms; Section B, which specifies the relationship between specific requirements within the Convention and each notification form; and Sections C, which lists the forms by subject and also presents examples of the forms to be used. Each part of Section C contains instructions for the completion of these notification forms. The handbook's appendix also contains three-letter country codes for use in completing the forms.
The content of each form is based on the requirements of the CWC. In some cases, several notification requirements are grouped into one form. Such forms list all the communications requirements identified in the references to them in the Convention. Notification forms also specify when a message should be transmitted and how information should be protected (classified) after it has been exchanged.
