H.E. Mr. Cardozo M. Luna (Philippines)
H.E. Mr. Cardozo M. Luna, the Permanent Representative of Philippines to the OPCW, presented his credentials to the Director-General on 9 October, 2009. He is concurrently accredited as his country’s Ambassador Extraordinary and Plenipotentiary to the Kingdom of the Netherlands.
Mr. Luna has a M.A. in Economics Development by the University of Philippines, and a M.A. in Economics Planning by the University of Pennsylvania (United States of America).
Lieutenant General Luna started his military career as a cadet of the Philippine Military Academy in 1971, and has been in active service for more than 38 years. From being a commissioned officer with a rank of Second Lieutenant, he worked his way to becoming the Vice Chief of Staff of the Armed Forces of the Philippines, with a rank of Lieutenant General. His has received the following awards and honours:
- Philippine Legion of Honour, degree of Commander;
- Distinguished Service star (five times);
- Bronze Cross medal (three times);
- Military Merit medal (five times);
- Military Civic Action medals;
- Military Commendation medals;
- Chief of Staff award;
- CG, PA Award (Order of Gen. Emilio Aguinaldo);
- Outstanding Achievement medal;
- Sagisag ng Ulirang Kawal;
- Mindanao-Sulu Anti-Dissident Campaing medal and ribbon;
- Luzon Anti-Dissident Campaign medal and ribbon;
- Mindanao-Sulu Campaign medal and ribbon.
