H.E Mr Julio Roberto Palomo Silva, Permanent Representative of the Republic of Guatemala to the OPCW, presented his credentials to the Director-General on 13 February 2009. He is concurrently accredited as his country’s Ambassador Extraordinary and Plenipotentiary to the Kingdom of the Netherlands.

Ambassador Palomo Silva is a career diplomat with an academic background in philosophy. Prior to his current appointment he was the Executive Secretary of the Belize Commission since 2006 and before that served as Ambassador-Adviser to the Minister of Foreign Affairs.

Ambassador Palomo Silva served as Ambassador to the following countries: Germany and Poland (2002-2005), Taiwan (2001-2002); Barbados (1999-2000); Israel (1995-1998); Peru (1988-1994); and Bolivia (1996-1998). He was Chargé d’affaires in Austria (1993-1996) and First Secretary of the Permanent Mission to the United Nations in Vienna (1993).

Ambassador Palomo Silva has a rich academic experience in the field of philosophy, having taught, lectured and conducted seminars in the University Rafael Landivar in Guatemala and published several books and essays. He is a Licentiate in Philosophy from University Rafael Landivar in Guatemala with a Master of Arts in Philosophy from Fordham University in New York, Ph.D in Philosophy from the Institute of Philosophy in the University of Bern, and a Doctor in Jurisprudence from Robert F. Kennedy University in Zurich.

Ambassador Palomo Silva speaks fluent Spanish, English and German, with instrumental knowledge of French, Portuguese and Hebrew and basic knowledge of Russian, Latin and classical Greek.
