H.E. Mr Allan Wagner (Peru)
H.E. Mr. Allan Wagner, Permanent Representative of the Republic of Peru to the OPCW, presented his credentials to the Director-General on 4 April 2008. He is concurrently accredited as his country's Ambassador to the Kingdom of the Netherlands.
Ambassador Wagner is a career diplomat who entered the Ministry of Foreign Affairs of Peru in 1963. He has served with the rank of Ambassador in the following countries: United States, 2001 and 2002, Venezuela, 1991 and 1992 and Spain, 1988 to 1990.
Ambassador Wagner was Minister of Foreign Affairs of Peru from 1985 to 1988 and from again in 2002 and 2003. From 2004 to 2006 he was Secretary General of the Andean Community. Ambassador Wagner has also served as his country’s Defense Minister from 2006 to 2007.
From 1974 to 1978 Ambassador Wagner was the Director of International Cooperation and of Latin American Economic Relations and Integration. He was responsible for matters related to the General Agreement on Tariffs and Trade (GATT) from 1965 to 1968.
Ambassador Wagner has represented Peru as the Chairman and as a participant in several Peruvian delegations to the United Nations General Assembly, OAS, IMF, World Bank, UNCTAD, UNESCO and NAM.
Ambassador Wagner has a degree in International Relations. In addition to Spanish he is fluent in English and speaks some French.
