H.E. Dr Khaldoun Talhouni (Jordan)

H.E. Dr Khaldoun Talhouni, the Permanent Representative of Hashemite Kingdom of Jordan to the OPCW, presented his credentials to the Director-General on 09 October 2008. He is concurrently accredited as his country’s Ambassador to the Kingdom of the Netherlands.

Ambassador Talhouni is a career diplomat and prior to his present assignment was the Secretary General, for the Ministry of Foreign Affairs, of the Hashemite Kingdom of Jordan for a period of two years from 2006 to 2008.

Ambassador Talhouni has held a number of important positions within the Ministry of Foreign Affairs which included, Inspector General and Director of the Department of Administrative Affairs, (2005 – 2006), Assistant to the Director of the International Organisations Department (1990 – 1991), Head Division of Latin America and Australia at the Political Department, Ministry of Foreign Affairs (1985 – 1987) and Assistant to the Chief of Protocol (1980 – 1981).

Earlier in his diplomatic career, Ambassador Talhouni was the Governor of the Sahab District, Ministry of Interior (1973), following which he served as the First Secretary of the Embassy of Jordan in Washington D.C (1975 – 1979).

Ambassador Talhouni has also served with the rank of Ambassador and Counsellor in the following countries Australia (1999 – 2004), Casablanca, Morocco (1987 – 1989) and Paris, France (1981 – 1986).

He was the Charge d’Affaires of the Jordanian Embassy in Berne between 1995 and 1997 and also worked for the Jordanian Permanent Mission in Geneva as the Deputy Head from 1992 to 1995. On his return to the Ministry of Foreign Affairs, Ambassador Talhouni was appointed as the Chief of Protocol from 1997 to 1999.

Ambassador Talhouni has a PH.D degree in Political Science from the Sorbonne University, Paris (1984); he completed his Masters in International Relations from the American University Washington (1978). Ambassador Talhouni also holds a bachelor’s degree in Political Science and Public Administration from the University of Jordan (1972).
