Introduction

1. This Handbook on Chemicals contains nomenclature data on chemicals covered under the three Schedules of Chemicals as contained in the Annex on Chemicals of the Chemical Weapons Convention. It does, however, in no way replace or prejudice these Schedules. In cases of discrepancy between this Handbook and the Schedules of Chemicals as contained in the Chemical Weapons Convention, the latter prevail.

2. The Handbook was compiled by conducting a search of the Chemical Abstracts Service registry for all chemicals meeting the criteria of the Schedules, and cross-searching the resulting data file against

major chemical product registries as well as safety data bases. The assumption was that by using this methodology, the majority of chemicals that meet the criteria of the Convention and that are actually in use would be identified, while scheduled chemicals that have no practical application would largely be left out. The results were also cross-checked with declaration data.

3. The search was at this stage limited to pure compounds. Mixtures, adducts, salts and other types of chemical systems containing scheduled chemicals have not been included. It should be noted that some of these systems may meet the criteria of the Convention. It should also be noted that some of these systems have their own CAS registry number.

4. The Handbook is submitted to National Authorities as well as chemical industry associations for their convenience and to assist in their future work in relation to the identification of declarable activities. It contains chemical nomenclature data as well as the identification of customs tariff codes (Harmonised System as well as Standard International Trade Classification).

5. This Handbook is nor purported to be an all-inclusive list of scheduled chemicals. The fact that a chemical compound is not included in this Handbook is no guarantee that the chemical is not covered under any of the Schedules (see paragraph 1 above).

6. It is the intention of the Secretariat to update this Handbook on a regular basis as new information becomes available. The Secretariat would appreciate receiving any comments or additional information that would lead to the further improvement of this Handbook (please submit to the International Cooperation and Assistance Division)
