NOTE BY THE DIRECTOR-GENERAL

 

UNDERSTANDING OF "MAIN ACTIVITIES OF THE PLANT OR PLANT SITE"

TO BE PROVIDED IN DECLARATIONS UNDER PARTS VII, VIII AND IX

OF THE VERIFICATION ANNEX

 

Background

 

1. During the process of implementing the verification regime under Part VII of the Verification Annex, the Technical Secretariat (hereinafter the "Secretariat") was requested by some States Parties to re-examine the understanding of the requirement to provide details of the "main activities of the plant or plant site" in the declaration forms. This requirement, which is reflected in forms 2.3/3.3 and 4.1 of Section B of the Declaration Handbook (Industrial Declarations), calls for main activity codes
(Appendix 3 of the Declaration Handbook) to be combined with product group codes (Appendix 4 of the Declaration Handbook) in order to identify the main activities of each plant or plant site.

 

The Secretariat’s understanding

 

2. The Secretariat has reviewed its understanding in relation to declarations of the "main activities of the plant or plant site" required under Parts VII, VIII and IX of the Verification Annex, and interprets the requirement as follows:

 

(a) in forms 2.3/3.3 and 4.1 of Section B of the Declaration Handbook, no reference is to be made to the main activity codes listed in Appendix 3. This change is reflected in the modified forms 2.3/3.3 and 4.1 attached in annex 1 to this Note; and

(b) the product group codes (Standard International Trade Classification (SITC) codes) listed in Appendix 4 (see annex 2 to this Note) are to be used to describe the kind of ultimate products manufactured at the plant or plant site. For example, in the case of a plant producing, consuming or processing a Schedule 2 chemical, its main activities may be identified as "manufacturing" of chemicals or products that fall within the product group code "582" identified in
Appendix 4 as "plates, sheets, film, foil and strip, of plastics".
