NOTE BY THE DIRECTOR-GENERAL

Designation of the Focal Point On Universality within the Technical Secretariat

1.                  At its Twenty-Third Meeting, the Executive Council (hereinafter “the Council”) adopted a decision on the action plan for the universality of the Chemical Weapons Convention, in which, inter alia, it recommended that the Director-General “designate an officer of the External Relations Division to act as the focal point within the Technical Secretariat for the implementation of this Action Plan and for the purposes of effective coordination” (EC-M-23/DEC.3, dated 24 October 2003).

2.                  The officer so designated is Mr Huang Yu, Director, ERD, who will be assisted by the Government Relations and Political Affairs Branch, and who should be contacted on any matters related to universality.  The contact details are as follows:
