EXPERT GROUP ON TRAINING

FIFTH REPORT

1. Introduction

1.1 In accordance with the recommendation of Working Group B contained in PC-VII/B/2* and adopted by the Commission at its Seventh Session (PC-VII/8, Annex), the Expert Group on Training met in The Hague on 31 August 1994 to continue discussions on issues related to the implementation of the General Training Scheme (GTS).

1.2 Mr. Behnam Behrooz of the Islamic Republic of Iran continued to serve as Chairman of the Expert Group.

1.3 The work of the Group was facilitated by material provided by the Secretariat.

1.4 The following documents are available to Member States at the Secretariat:

(a) Chairman's Paper dated 31 August 1994;

(b) Summary of National Training Offers, a Secretariat non-paper;

(c) Proposed Evaluation of Trainee Performance Guide, a Secretariat non-paper;

(d) Proposed Contractual Arrangement for Training Centre Guide, a Secretariat non-paper.

2. Discussions

2.1 The Chairman provided a summary of developments relating to the implementation of the GTS since the last meeting of the Expert Group.

2.2 The Group discussed the issue of shortages in offers of Module 2 (M2) and Module 3 (M3) inspector/inspection assistant training. A chart displaying the latest status of training offers is provided in the Annex to this Report, for the information of delegations. This chart reflects current Secretariat planning, and is without prejudice to the number of inspector/inspection assistant trainees who might be trained in the various sub-modules.

2.3 The Group discussed the costs associated with the choice of training courses offered to the Commission by Member States. The Group took note of the understanding reached by the Expert Group on Programme of Work and Budget about the level of resources that will be allocated for training in the Budget of the Commission for 1995.

2.4 The Group discussed inspection equipment shortages in relation to M1, M2 and M3 training. The following assessments were agreed by the Group:

(a) the projected availability of inspection equipment to be ordered by the Secretariat, based on approved M1 training requirements, should be adequate to support M1 training. Those few shortages that might exist at the start of training could be filled by the training centres offering training;

(b) an assessment of equipment shortages in relation to M2 and M3 training is not possible at this time because of the absence of sufficient information from Member States.

2.5 The Group discussed the issues of student performance evaluations and contractual arrangements with training centres. The Secretariat has prepared materials on these issues for consideration by Member States. These materials are available upon request at the Secretariat.

2.6 The Chairman briefed the Group on the status of the certification process as it applies to M1 and M2 training offers.

2.7 The Group discussed the current training plan with a view to increasing its cost-effectiveness, bearing in mind the level of resources that will be allocated for training in the Budget of the Commission for 1995.

3. Recommendations

3.1 The Group recommended:

(a) that Member States be encouraged to make offers of training resources and contact the Secretariat to finalise those offers with a view to meeting the shortages in the requirements for M2 and M3 training;

(b) that Member States which have made formal offers or are developing offers for training review those offers to ensure that the Secretariat is provided with details of all costs and all equipment requirements, bearing in mind the level of resources that will be allocated for training in the Budget of the Commission for 1995;

(c) that Member States which have made formal offers be encouraged to submit their certification information sets to the Secretariat as soon as possible;

(d) that the Secretariat, in collaboration with the Member States involved, continue to refine the contents of the draft proposals on trainee performance evaluations and contractual arrangements with training centres, with a view to presenting them for review by this Group at its next scheduled meeting;

(e) that the Secretariat, in close collaboration with those Member States involved, conduct a thorough review of its current GTS training plan with a view to reducing programme costs, in order to achieve the GTS objectives within the 1995 Budget allocation of Dfl. 13,000,000 for training. The Secretariat should report its initial findings and recommendations to the Group at its next meeting for review and approval;

(f) that the Secretariat begin an investigation of complementary and alternative training options to national offers of M2 and M3 training, in order to make up training shortages that are expected to remain. The Secretariat should report its preliminary findings for consideration by the Group at its next meeting;

(g) that the Secretariat continue to liaise closely with the training centres of Member States which have offered training, to ensure that maximum use is made of the offers for M1, M2 and M3 training, and that all current and future offers are fully co-ordinated so that the students meet all training objectives; and

(h) that the Secretariat assess the qualifications of the individuals responding to the inspector/inspection assistant Vacancy Notices to meet the Inspectorate requirements in order to develop options for adjustments that might become necessary to the length or content of courses/modules. The Secretariat should provide the Group with this assessment at its next meeting.

3.2 The Group also recommended that Working Group B note this Report and request another meeting of this Group, to consider further any outstanding training issues. The Group also recommended that Working Group B forward those training issues with budgetary implications to the Expert Group on Programme of Work and Budget, in accordance with the request of that Expert Group as contained in PC-VIII/A/WP.7.
