EXPERT GROUP ON THE OPCW HEADQUARTERS AGREEMENT

SECOND REPORT

1. Pursuant to the decision of the Commission (PC-VII/8, Annex), the Expert Group on the OPCW Headquarters Agreement met in The Hague from 25 to 26 July 1994 to consider the preliminary draft of the Headquarters Agreement to be concluded between the OPCW and the Government of the Kingdom of the Netherlands.

2. Professor Natalino Ronzitti of Italy continued as Chairman of the Expert Group.

3. In accordance with paragraph 6.2 of the Report of Working Group A (PC-VI/A/5), the Group discussed a preliminary draft for such an Agreement prepared by the Secretariat and circulated among delegations four weeks in advance of the this meeting of the Group. The Group also considered a non-paper on Article XXVII (Settlement of Disputes) circulated by the United States delegation.

4. The Group requested the Secretariat and representatives of the Host Government to commence consultations on the text of the draft OPCW Headquarters Agreement as early as possible on the basis of the preliminary draft as amended by the Expert Group during its discussion.

Recommendations

5. The Expert Group recommended that Working Group A:

(a) request this Group to consider, at its next meeting, the Report on the consultations referred to in paragraph 4 above, including any proposed changes to the text of the draft Headquarters Agreement. The draft Headquarters Agreement shall be accompanied by the relevant views of the Host Government;

(b) schedule meetings of this Expert Group during the intersessional period following the Eighth Session of the Commission.
