Fourteenth Session
(22 - 26 July 1996)

NOTE BY THE EXECUTIVE SECRETARY

NATIONAL AUTHORITIES' WORKSHOP

  1. In Part III of the Annex to the Report of the Thirteenth Session of the Commission (PC-XIII/18), the Fourteenth Session of the Commission was scheduled to be followed consecutively by the Workshop on Legal Aspects of Breaches of Confidentiality and the National Authorities' Workshop. The latter, the National Authorities' Workshop, has now been scheduled to take place on Saturday 27 July 1996 in the Carel Willink Hall in the Netherlands Congress Centre, and will last for one full day.

  2. The workshop will consist of three main sessions. The first session will focus on experiences gained by already established or designated National Authorities. The second session will be devoted to various aspects of outreach programmes at the national level, and especially to industrial outreach programmes to identify declarable activities and to increase awareness of the Convention. The third session will deal with the training of personnel of National Authorities and other organisations involved in the national implementation of the Convention.

  3. Member States are invited to make presentations at the workshop and to submit the titles of any such presentations and the names of contributors, if possible before 12 July 1996, for inclusion in the workshop programme. Furthermore, Member States that have developed printed and other material for distribution as a part of their national outreach programmes are requested to provide the Secretariat with such material, for display during the workshop. Alternatively, Member States may distribute such material at the workshop itself.

  4. A workshop programme will be provided to Member States by mid-July 1996. Some Secretariat discussion papers will be developed to support the efforts of the workshop, and will be available to interested Member States at the Secretariat approximately two weeks before the workshop commences.

  5. The Technical Cooperation and Assistance Division will take the lead in developing the plans for the conduct of this workshop. Any communications regarding the workshop should be addressed to The Director, TCA Division, PTS - OPCW, Laan van Meerdervoort 51, NL-2517 AE The Hague, The Netherlands, fax +31-70-360 0944, or should be sent by e-mail to webmaster@opcw.nl
