WORKING GROUP A

REPORT

1. Introduction

1.1 Working Group A, under the chairmanship of Ambassador Carlos Enrique Nones of Venezuela, held two meetings from 18 - 20 March 1996.

1.2 Working Group A adopted its agenda as contained in PC-XIII/A/4.

2. Administrative, Financial and Personnel Matters

2.1 Working Group A received the Third and Fourth Reports of the Expert Group on Administrative, Financial and Personnel Matters (PC-XIII/A/3 and PC-XIII/A/WP.3). The Reports were presented by Mr. Sarvajit Chakravarti of India, the Chairman of the Expert Group.

2.2 Working Group A considered the Draft OPCW Financial Regulations, as contained in PC-XIII/A/2 and Corr.1, and forwarded them for adoption by the Commission at its Thirteenth Session and for submission to the First Session of the Conference of the States Parties of the OPCW.

2.3 Working Group A confirmed the finding of the Expert Group that the proposed amendments to Staff Rule 3.4.02(a) of the Commission, as contained in PC-XIII/A/1, are consistent with the relevant Staff Regulations of the Commission and forwarded them to the Commission for concurrence.

2.4 Working Group A recommended that the Commission authorise the Executive Secretary to conclude on behalf of the Commission, on a bilateral basis, an arrangement with each Member State that makes facilities available for inspector training.

3. Data Systems

3.1 Working Group A received the Fourteenth Report of the Expert Group on Data Systems (PC-XIII/A/WP.1). The Report was presented by Mr. András Nagy of Hungary, the Chairman of the Expert Group.

3.2 Working Group A noted PC-XIII/A/WP.1.

4. Programme of Work and Budget

The Chairman of the Expert Group on Programme of Work and Budget, Mr. A. Hernandez-Basave of Mexico, made an oral report on the work of the Expert Group during the intersessional period.

5. Report on consultations conducted by the Chairman of Working Group A during the intersessional period

Working Group A received the summary notes by its Chairman, dated 15 March 1996, regarding the consultations conducted by him on 19 February 1996.

6. Proposed plan of activities for meetings under Working Group A for the period March - July 1996

Working Group A amended and approved the plan of activities and the listing of documents for meetings under the purview of Working Group A as contained in the "Draft Plan of Activities of the Expert Groups and Task Forces under Working Groups A and B and of the Committee on Relations with the Host Country as well as the Draft Schedule of Meetings for the Period March - July 1996" (Annex to PC-XIII/CRP.2), and referred the amended plan of activities and listing of documents to the Commission for approval.
