NOTE BY THE EXECUTIVE SECRETARY
OPCW BUILDING RELATED ISSUES
1. Since the last meeting of the Committee on Relations with the Host Country (the Committee), a number of papers have been received within the Secretariat pertaining to building related issues raised by the Committee during its meetings in the periods prior to the Ninth and Tenth Sessions of the Commission.
2. Papers received by the Secretariat and annexed to this Note (English only) are summarised herewith:
Control of the Quality for the fit-up of the Building. PC-IX/HC/7, subparagraph 4.2, requested the Executive Secretary to ensure that appropriate procedures for the control of quality for the fit-up of installations were provided. As one step in this process, the developer (Provast) has provided the Secretariat with a preliminary detailed technical specification of the OPCW building. A copy of the specification is attached at Annex 1 to this Note. The specification has been provided to the present consultant (Starke Diekstra) for comment.
Climate Installations. During the analysis of the offers of the three property developers, clarification was sought from Provast concerning the quality and energy costs of the centralised climate installation proposed in that company's offer. The comments of Provast are attached at Annex 2 to this Note. Additionally, a copy of the evaluation undertaken by Starke Diekstra into the climate system for use in the OPCW building as proposed by Provast is attached at Annex 3 to this Note.
