EXPERT GROUP ON ADMINISTRATIVE, FINANCIAL
AND PERSONNEL MATTERS
REPORT OF SECOND MEETING
1. Introduction
1.1 The Expert Group on Administrative, Financial and Personnel Matters met from 20 - 23 February 1995 in The Hague.
1.2 Mr. S. Chakravarti of India continued to serve as Chairman of the Expert Group.
1.3 In the absence, due to illness, of the Chairman on 23 February 1995, Dr. R. Deyanov of Bulgaria served as the acting Chairman of the Expert Group on that day.
2. OPCW Staff Regulations and Rules
2.1. The Group discussed the First Draft Outline of the OPCW Staff Regulations and Rules, which was based upon the UN common system. The Group concluded that the goal should be to make the OPCW staff system more cost-efficient than the UN common system. In preparing the next draft of the OPCW Staff Regulations and Rules, the Secretariat was requested to produce options for achieving greater cost-efficiency and to analyse the practical consequences thereof.
2.2 The Chairman was requested to continue his consultations with interested delegations with a view to assisting the Secretariat in its preparation of the next draft of the OPCW Staff Regulations and Rules. The latter should take into account the views expressed and should reflect the various proposals made.
2.3 The Group did not consider the draft OPCW Financial Regulations.
3. Recommendations
The Expert Group recommended that Working Group A request the Expert Group on Administrative, Financial and Personnel Matters to meet during the next intersessional period in order to further consider the Draft OPCW Staff Regulations and Rules as well as to begin its consideration of the Draft OPCW Financial Regulations and Rules. The Group believed that these two subjects should be discussed in separate meetings.
