Note by the director-general

states parties in arrears in the payment of their financial contributions to the opcw for the preceding two full years

AS OF 15 April 2002

1.         As of 15 April 2002, 34 States Parties were in arrears in the payment of their financial contributions to the OPCW in terms of Article VIII, paragraph 8 of the Chemical Weapons Convention, which states the following: “A member of the Organization which is in arrears in the payment of its financial contribution to the Organization shall have no vote in the Organization if the amount of its arrears equals or exceeds the amount of the contribution due from it for the preceding two full years.  The Conference of the States Parties may, nevertheless, permit such a member to vote if it is satisfied that the failure to pay is due to conditions beyond the control of the member”.

2.         In order for the States Parties listed below to regain their voting rights, all their arrears for the period prior to 2000 shall be paid in full, and a further payment of at least EUR 1 is required for the year 2000.  The minimum payments necessary to reduce the amounts owed by the above-mentioned States Parties on their financial contributions so that they remain below the gross amount assessed for the preceding two full years (2000 and 2001) are listed below:
