NOTE BY THE DIRECTOR-GENERAL

EXPLANATORY MEMORANDA REGARDING ITEMS THREE AND FOUR OF THE PROVISIONAL AGENDA OF THE FIRST SPECIAL SESSION OF THE CONFERENCE OF THE STATES PARTIES

SUBMITTED BY THE UNITED STATES OF AMERICA

The Director-General is hereby circulating letters from the Alternate Permanent Representative of the United States of America to the Organisation for the Prohibition of Chemical Weapons containing explanatory memoranda regarding items three and four of the provisional agenda of the Special Session of the Conference of the States Parties (hereinafter the “Conference”).  These explanatory memoranda were submitted in accordance with
Rule 21 of the Rules of Procedure of the Conference.
