REPORT OF THE SECOND SPECIAL SESSION
OF THE CONFERENCE OF THE STATES PARTIES

1. AGENDA ITEM ONE – Opening of the session

1.1 The Second Special Session of the Conference of the States Parties (hereinafter “the Conference”) was opened at 15:18 on 30 April 2003 by its Chairman, Ambassador Noureddine Djoudi of Algeria.

1.2 The session was convened, in accordance with Rule 5 of the Rules of Procedure of the Conference, at the request of the Executive Council (EC-M-22/1, dated 28 March 2003). The session was declared private.

1.3 The following 87 States Parties participated in the Second Special Session of the Conference: Albania, Algeria, Andorra, Argentina, Armenia, Australia, Austria, Azerbaijan, Bangladesh, Belarus, Benin, Bosnia and Herzegovina, Botswana, Brazil, Brunei Darussalam, Bulgaria, Canada, China, Colombia, Cuba, Cyprus, Czech Republic, Denmark, Ecuador, Estonia, Finland, France, Gabon, Germany, Greece, Holy See, Hungary, India, Indonesia, Iran (Islamic Republic of), Ireland, Jamaica, Japan, Jordan, Kuwait, Latvia, Lesotho, Lithuania, Luxembourg, Malaysia, Malta, Mexico, Monaco, Mongolia, Morocco, Netherlands, New Zealand, Nicaragua, Norway, Oman, Pakistan, Panama, Paraguay, Peru, Philippines, Poland, Portugal, Qatar, Republic of Korea, Republic of Moldova, Romania, Russian Federation, Saudi Arabia, Serbia and Montenegro, Slovakia, Slovenia, South Africa, Spain, Sri Lanka, Sudan, Sweden, Switzerland, Thailand, The former Yugoslav Republic of Macedonia, Turkey, Ukraine, United Arab Emirates, United Kingdom of Great Britain and Northern Ireland, United States of America, Uzbekistan, Viet Nam, and Zambia.

2. AGENDA ITEM TWO – Adoption of the agenda

On the recommendation of the General Committee, the Conference adopted the following agenda for its Second Special Session:

3. AGENDA ITEM THREE – The tenure policy of the OPCW

The Conference considered and adopted the decision on the tenure policy of the OPCW (C-SS-2/DEC.1, dated 30 April 2003).

4. AGENDA ITEM FOUR – Adoption of the report of the Conference of the States Parties

4.1 The report of the Credentials Committee (C-SS-2/2, dated 30 April 2003) was presented by its Chair, Mrs Maria Dulce Silva Barros of Brazil. The Chair orally reported that, following the close of the Credentials Committee meeting, formal credentials had been received for the representatives of the following countries: Belarus, Czech Republic, Philippines, Poland, and Sudan; and that official communications had been received for the representatives of Albania and Lithuania. The Conference noted this additional information and approved the report.

4.2 The Conference considered and adopted the report of its Second Special Session.

5. AGENDA ITEM FIVE – Closure

The Chairman closed the Second Special Session of the Conference at 15:31 on 30 April 2003.
