DECISION
REQUEST BY THE RUSSIAN FEDERATION FOR APPROVAL TO USE A CHEMICAL WEAPONS PRODUCTION FACILITY (SOMAN PRODUCTION)
AT OJSC “KHIMPROM”, VOLGOGRAD,
FOR PURPOSES NOT PROHIBITED UNDER THE CONVENTION
The Conference of the States Parties,
Upon
the recommendation of the Executive Council at its Twenty-First Meeting
(EC-M-21/DEC.3, dated 3 October 2002),
Considering the specific information received from the Russian Federation on the equipment to be installed outside the declared perimeter and therefore excluded from the conversion request, as specified in the attachment to this document; and
Further considering the specific information received from the Russian Federation on certain equipment to be used within the converted facility, as well as on certain equipment to be destroyed, as also specified in the attachment to this document.
Hereby:
Approves the request to use a soman production facility at OJSC “Khimprom” in Volgograd, Russian Federation, for purposes not prohibited under the Convention.

ADDENDUM TO REQUEST FOR
CONVERSION OF A SOMAN PRODUCTION FACILITY
(EC-XXVI/NAT.2, dated 17 August 2001)
The Russian Federation is seeking to convert only the dichlordiphenylsulphone production stage. Consequently, equipment used at other stages of production is to be moved beyond the perimeter of the facility.

In the conversion request, delete the commercial equipment for producing polyestersulphone (building 304a), which is to be moved beyond the perimeter of the facility. A list of the commercial equipment for producing polyestersulphone (building 304a) which is to be moved beyond the perimeter of the facility is on pp. 2-3 hereof. |
The clarifications to the list of standard equipment for producing dichlordiphenylsulphone, required as a result of the exclusion of DDVF production from the request, are indicated below. Equipment not in use will be dismantled and destroyed.
