Conference of the States Parties

Considering that the Organisation incurred a budget deficit in the year 2000 as indicated in the audited financial statements for the period ended 31 December 2000 (EC-XXIV/DG.12 C-VI/DG.2, dated 4 April 2001;

Mindful of the statement by the External Auditor of the Organisation in his report on the audited financial statements for the period ended 31 December 2000 (EC-XXIV/DG.12 C-VI/DG.2, dated 4 April 2001) that the cash surplus for 1999 stood at NLG 5,971,203;

Also mindful of the recommendation of the External Auditor of the Organisation as specified in subparagraph 9.2 of section II of his above-mentioned report;

Hereby decides

1. To suspend, on an exceptional one-time basis, the application of Financial Regulation 6.3 in respect of the allocation amongst States Parties of the cash surplus for 1999; and

2. Further decides to withhold distribution of the cash surplus for the year 1999 in the amount of NLG 5,971,203 (or EUR 2,709,614), as specified in statement IX of the above-mentioned audited financial statements, and to apply this amount to reduce the deficit incurred in the year 2000.
