DECISION
NATIONAL IMPLEMENTATION MEASURES
The Conference of the States Parties
Commending the efforts by States Parties in adopting national legislative and administrative measures to implement the Convention;
Recalling the requirement under Article VII, paragraph 1, of the Convention for States Parties to adopt the necessary measures to implement their obligations under the Convention, and the requirement under Article VII, paragraph 5, to inform the Organisation of the legislative and administrative measures they have taken to implement the Convention;
Considering the Report by the Director-General on the Status of Submission of Initial Declarations and Notifications as of 11 May 2000 which reflects that only 35% of States Parties have met their obligation to inform the Organisation of the legislative and administrative measures they have taken to implement the Convention; and
Noting
the limited progress in improving this statistic over the past two years (subparagraph
19.3 of C-III/4, dated 20 November 1998 and subparagraph 10.6 of C-IV/6, dated
2 July 1999);
Hereby:
1. Encourages States Parties that are in a position to do so, to offer assistance to States drafting national legislation to implement the Convention, either bilaterally or through the Organisation;
2. Requests the Executive Council, in concert with the Director-General and the Technical Secretariat, to assist States Parties in their efforts to fulfil their obligations under Article VII, paragraphs 1 and 5; and
3. Further requests the Executive Council to report to the Conference on progress achieved on this item at the next Session.
