DECISION

INTERNATIONAL FINANCIAL ASSISTANCE TO THE

RUSSIAN FEDERATION FOR THE DESTRUCTION OF

ITS CHEMICAL WEAPONS

The Conference of the States Parties

Recognising that under Article I of the Chemical Weapons Convention each State Party undertakes to destroy chemical weapons it owns or possesses;

Also recognising that the Russian Federation’s chemical weapons destruction programme is one of the most extensive programmes to be executed under the provisions of the Convention;

Aware of the continuing grave financial and economic problems the Russian Federation encounters;

Also aware of the efforts made by the Russian Federation to develop its destruction programme within the limitations of its economic constraints;

Taking into account the assistance already provided by a number of States Parties to the Russian Federation’s destruction programme over the past years;

Noting that the Executive Council, at its Nineteenth Session, adopted a decision recommending that the Conference call upon States Parties to provide assistance to support the efforts of the Russian Federation (EC-XIX/DEC.7, dated 7 April 2000);

Hereby:

Decides to call upon all States Parties who are in a position to do so, to provide assistance to support the efforts of the Russian Federation for the destruction of its chemical weapons stockpile, and to call upon the Russian Federation to take additional possible measures to facilitate international assistance.
