DECISION
THE DECLARATION REQUIREMENTS FOR CHEMICAL WEAPONS AND THE DETERMINATION OF HOW STATES PARTIES REPORT CHEMICAL WEAPONS ON THEIR TERRITORY WHICH ARE OWNED BY ANOTHER STATE
The Conference
Having considered the issue of the declaration requirements for chemical weapons and the determination of how States Parties report chemical weapons on their own territory;
Noting that the declaration requirements for chemical weapons are set out in the Convention, under paragraphs 1 - 3 of Part IV(A) of the Verification Annex;
Noting further that the requirements for reporting of chemical weapons on the territory of a State Party which are owned or possessed by another State are set out in paragraph 4 of Part IV(A) of the Verification Annex;
Taking into account the work of the Preparatory Commission on this issue;
Noting that the issue was referred by the Conference of the States Parties to the Committee of the Whole (C-I/2, dated 12 May 1997);
Recalling the decision
of the Conference of the States Parties on the procedure for addressing unresolved
issues during the third intersessional period (C-III/DEC.11, dated
20 November 1998);
Taking note of the decision taken by the Executive Council on the declaration requirements for chemical weapons and the determination of how States Parties report chemical weapons on their territory which are owned by another State (EC-XIV/DEC.3, dated 4 February 1999);
Taking note of the report submitted to the Conference by the Chairman of the Committee of the Whole on the results of the work on unresolved issues during the third intersessional period (C-IV/CoW.1, dated 28 June 1999);
Hereby:
1. Confirms the decision taken by the Executive Council on the issue of the declaration requirements for chemical weapons and the determination of how States Parties report chemical weapons on their territory which are owned by another State (EC-XIV/DEC.3, dated 4 February 1999);
2. Decides to remove the issues of "the declaration requirements for chemical weapons" and "the determination of how States Parties report chemical weapons on their territory which are owned by another State" from the list of unresolved issues.
