DECISION

LOW CONCENTRATIONS IN RELATION TO PLANT SITE DECLARATIONS

The Conference

Having considered the issue of guidelines for the application of paragraph 5 of Part VII and paragraph 5 of Part VIII of the Verification Annex in relation to plant site declarations of scheduled chemicals in low concentrations including mixtures;

Taking into account the enhancement of the transparency that can be afforded during the implementation of the Convention by the availability of such information to States Parties;

Noting in particular the need of the Technical Secretariat and States Parties for an accurate understanding of the basis on which Schedule 2 and Schedule 3 chemicals have been declared;

Having in mind the need for resolution of the substantive aspects of the issue to be further addressed in the future;

Hereby:

Decides that, when making their 1998 and subsequent annual declarations pursuant to Parts VII and VIII of the Verification Annex, States Parties should clearly indicate what concentration limits, if any, were applied for plant site declarations; and

Requests those States Parties which, in making their initial declarations in 1997, did not provide information on what concentration limits, if any, were applied in plant site declarations pursuant to Parts VII and VIII of the Verification Annex, to provide such information to the Technical Secretariat as soon as possible.
