ATTENDANCE AT THE FIRST SESSION OF THE CONFERENCE BY INTERNATIONAL ORGANISATIONS, SPECIALISED AGENCIES, OTHER INTERNATIONAL BODIES AND NON-GOVERNMENTAL ORGANISATIONS
AND STATUS OF NON-GOVERNMENTAL ORGANISATIONS
The Conference
Recalling that, in respect of invitations to international organisations, specialised agencies and other international bodies to attend the First Session of the Conference, the Commission, in its Final Report, paragraph 23.1, while recognising that the final decision regarding their attendance will be taken by the Conference, authorised the Executive Secretary of the Commission to extend invitations to a number of them, listed in PC-XVI/FS/2, to attend the First Session,
Recalling further that, in respect of invitations to non-governmental organisations, including associations of the chemical industry ("NGOs"), the Commission, in its Final Report, paragraph 23.2, and while recognising that the Conference will have final responsibility for the modalities governing NGOs, invited applications from NGOs describing the criteria for applicants and the status of NGOs attending the Conference. The Commission also agreed on the recommended status to be accorded to NGOs at the First Session, as contained in PC-XVI/FS/1/Rev.1, paragraph 3,
Bearing in mind that the Commission recommended in paragraph 23.3 of its Final Report that the Conference confirm the invitation to attend the First Session extended by the Commission to certain international organisations, specialised agencies and other international bodies; that the Conference invite those NGOs that applied to attend the First Session; and that the Conference accord to the invited NGOs the status recommended by the Commission,
Hereby:
1. Confirms the invitation to attend the First Session of the Conference extended by the Commission to the international organisations, specialised agencies and other international bodies listed in Annex 1 hereto;
2. Invites the NGOs listed in Annex 2 hereto to attend the First Session of the Conference; and
3. Decides to accord to the invited NGOs the following status:
(a) NGOs will be responsible for all expenses relating to their attending the First Session of the Conference;
(b) representatives of NGOs may be invited, subject to the decision of the Conference, to attend public meetings of the plenary sessions of the Conference;
(c) NGOs will be issued with name tags, which must be worn within the Netherlands Conference Centre (NCC);
(d) the names of NGOs will not appear on desks/tables in the conference rooms;
(e) NGOs will not have the right to address meetings of the Conference; and
(f) NGOs may place literature for distribution only at designated places outside the conference rooms in the NCC.
