Keeping Up with Financial Obligations

For each financial year, the Conference of the States Parties approves the regular budget of the Organisation and decides on the scale of assessments. Contributions to the regular budget and advances to the Working Capital Fund are due and payable in full within 30 days of the receipt of these communications, or on the first day of the financial period to which they relate, whichever is later. Payments made by a State Party are credited first to the Working Capital Fund and then to the contributions due, in the order in which contributions were assessed.

It is worthwhile to note in this connection that, in accordance with Article VIII of the Convention, a member of the Organisation which is in arrears in the payment of its financial contribution shall have no vote in the Organisation if the amount of its arrears equals or exceeds the amount of the contribution due from it for the preceding two full years. The Conference of the States Parties may, nevertheless, permit such a member a vote if it is satisfied that the failure to pay is due to conditions beyond the control of the member.

In accordance with Articles IV and V of the Convention, notwithstanding the obligation of all States Parties to the Convention to share the costs of the Organisation, each State Party that has declared possession of chemical weapons and/or former chemical weapons productions facilities must meet the costs of their destruction and verification. Detailed procedures for the costs of the verification of chemical weapons related facilities are contained in C-I/DEC.74, Chapter 2, C-II/DEC.17, paragraph 2, C-III/DEC.8 and C-IV/DEC.5.
