Instructions on How the Summaries of Transfers for Schedule 2 and Schedule 3 Chemicals to States Not Party to the Convention are to be Completed, and By Whom  

1. The Chemical Weapons Convention does not require States Parties to the Convention to complete any summaries of transfers of Schedule 2 or 3 chemicals to States not party to the Convention. The National Authorities of States Parties to the Convention are accordingly requested to complete these forms on a purely voluntary basis, and at their convenience.

2. Form T21 and Form T31 should be used to record all transfers of Schedule 2 and Schedule 3 chemicals respectively to States not party to the Convention, after the transfers in question have actually occurred.

3. In the case of multiple end-uses or multiple end users, information relating to a specific transfer may take up more than one row of the form.

4. If a given transfer of a Schedule 2 or 3 chemical to a recipient State which is not a party to the Convention involves more than one end user, only the total quantity of the Schedule 2 or 3 chemical involved in any such transfer, as specified in part A of Form T20 or Form T30, should be specified (and not the quantity for each end user involved in the same transaction).
