Thirteenth Session
C-13, 2–5 December 2008
Second Review Conference
Dates: 7-18 April 2008. The 2-week Second Review Conference of the Chemical Weapons Convention officially ended on Friday night, 18 April 2008 with a clear reaffirmation of the provisions of the Chemical Weapons Convention and work of its implementing agency, the OPCW. Chairperson: Ambassador Waleed A. Elkhereiji of Saudi Arabia. 117 States Parties participated.
Third Special Session
The Third Special Session of the Conference of the States Parties was opened at 10:41 on 7 April 2008 by its Chairperson: Ambassador Abuelgasim Abdelwahid Sheikh Idris of Sudan. The session was convened, in accordance with Rule 5 of the Rules of Procedure of the Conference, at the request of the Executive Council. The session was declared private. 93 States Parties participated. The Conference considered and adopted the decision on the amendment of Rule 8 of the Rules of Procedure of the Conference (C-SS-3/DEC.1, dated 7 April 2008).
Twelfth Session
Dates: 5–9 November 2007. Chairperson: Ambassador Abuelgasim Abdelwahid Sheikh Idris of Sudan. 116 States Parties participated.
Eleventh Session
Dates: 5–8 December 2006. Chairman: Ambassador Alfonso Dastis of Spain. The Conference received a message from the Secretary-General of the United Nations (UN), delivered by his special representative, Mr Tim Caughley, Director for Disarmament Affairs at the UN Office at Geneva and Deputy Secretary-General of the Conference on Disarmament. 122 States Parties participated. Extension of deadlines for the destruction of Category 1 chemical weapons stockpiles.
Tenth Session
Dates: 7–11 November 2005. Chairman: Ambassador José Antonio Arróspide of Peru. 126 States Parties participated. Agenda items included a decision on follow-up to the plan of action regarding the implementation of Article VII obligations; a decision on a format for the formulation, specification, or renewal of offers of assistance under subparagraph 7(c) of Article X; amendments to the OPCW policy on confidentiality; and a request by the Libyan Arab Jamahiriya for revised deadlines for the destruction of its Category 1 chemical weapons.
Ninth Session
Dates: 29 November - 3 December 2004. Chairperson: Mr Krzysztof Paturej of Poland. 120 States Parties participated. Agenda items included progress report on the implementation of the plan of action regarding the implementation of Article VII obligations; inclusion of an additional item on the list of approved equipment; understanding of the concept of “captive use”; extension of deadlines for the destruction of Category 1 chemical weapons stockpiles; and a request for conversion of chemical weapons production facilities for purposes not prohibited under the Convention.
Eighth Session
Dates: 20-24 October 2003. Chairperson: Ambassador Noor Farida Ariffin of Malaysia. 117 States Parties participated. Major decisions: plan of action regarding the implementation of Article VII obligations, with the objective of fostering the full and effective implementation of the Convention by all States Parties.
First Review Conference
Dates: 28 April–9 May 2003. Chairman: Ambassador Nourreddine Djoudi of Algeria. 113 States Parties participated. Agenda item 7(a): The role of the Chemical Weapons Convention in enhancing international peace and security; Measures to ensure the universality of the Chemical Weapons Convention.
Second Special Session
The Second Special Session of the Conference of the States Parties was opened at 15:18 on 30 April 2003 by its Chairman, Ambassador Noureddine Djoudi of Algeria. 87 States Parties participated. The Conference considered and adopted the decision on the tenure policy of the OPCW (C-SS-2/DEC.1, dated 30 April 2003).
Seventh Session
Dates: 7-11 October 2002. Chairman: Ambassador Noureddine Djoudi of Algeria. 109 States Parties participated. Major agenda items included a request by a State Party to grant an extension of its obligation to meet the intermediate Phase 2 deadline for the destruction of its Category 1 chemical weapons; a request from the Russian Federation for an extension of its obligation to meet the intermediate and final deadlines for the destruction of its Category 1 chemical weapons; requests for conversion of chemical weapons production facilities for purposes not prohibited under the Convention; and guidelines regarding declarations of aggregate national data for Schedule 2 chemical production, processing, consumption, import and export, and Schedule 3 import and export.
First Special Session
The First Special Session of the Conference was opened at 17:20 on 21 April 2002 by its Chairman, Ambassador Heinrich Reimann of Switzerland. It decided to terminate the appointment of the present Director-General José Mauricio Bustani effective immediately. The Conference considered and adopted the decision under item four of its agenda, inter alia, to reconvene the special session to appoint the new Director-General following the recommendation of the Council, no later than 10 June 2002. As such a recommendation was adopted by the Council only on 16 July 2002 at its Nineteenth Meeting, the Conference resumed its session on 25 July 2002. At its resumed session, the Conference appointed Mr Rogelio Pfirter by acclamation as the Director-General of the Technical Secretariat of the OPCW, for a term of office beginning on 25 July 2002 and ending on 24 July 2006. The Chairman closed the First Special Session of the Conference at 12:40 hrs on 25 July 2002. 113 States Parties participated.
Sixth Session
Chairman Ambassador Heinrich Reimann of Switzerland. 108 States Parties participated. Agenda items included the status of implementation of the requirement for States Parties to provide two-year multiple entry/exit visas to inspectors; Legislation, cooperation, and legal assistance; Authentication and certification procedure for the Central OPCW Analytical Database and on-site databases; Relationship agreement between the United Nations and the OPCW; Agreements on privileges and immunities of the OPCW; Request for approval to use a chemical weapons production facility for purposes not prohibited under the Convention; Official languages of the OPCW; Transfers of Schedule 3 chemicals; and Recommendation on guidelines regarding low concentration limits for declarations of mixtures containing Schedule 2A and 2A* chemicals.
Fifth Session
Dates: 15 - 19 May 2000. 109 States Parties participated. Chairman Ambassador Jaime Lagos of Chile. Agenda items included Agreements on the privileges and immunities of the OPCW; 1986 Vienna Convention on the Law of Treaties between States and International Organisations, or between International Organisations; Methodology for selecting Schedule 3 plant sites for inspection; Requests for the use of chemical weapons production facilities for purposes not prohibited under the Convention; Request by the Russian Federation to grant an extension of its obligation to meet an intermediate deadline for destruction of Category 1 chemical weapons stockpiles; and Model facility agreement for chemical weapons destruction facilities
Fourth Session
Dates: 28 June - 2 July 1999. 102 States Parties participated. Chairman Ambassador István Gyarmati of Hungary. Agenda items included Submission of declarations; Status of assessed contributions; Attribution of costs related to inspections of abandoned chemical weapons; Draft relationship agreement between the United Nations and the OPCW; Model facility agreements; Declaration requirements for CW and the determination of how States Parties report CW on their territory which are owned by another State; Requests for conversion of chemical weapons production facilities for purposes not prohibited under the Convention; and Staff regulations.
Third Session
Dates: 16 - 20 November 1998. 96 States Parties participated. 96 States Parties participated. Chairman Ambassador Young-shik Song of the Republic of Korea. Agenda items included End-use certificates for transfers of Schedule 2 and 3 chemicals to States not party to the Convention; Model facility agreement for Schedule 1 facilities; Model facility agreement for Schedule 2 plant sites; Draft agreements on privileges and immunities of the OPCW; Costs of verification under Articles IV and V; and Draft relationship agreement with the United Nations.
Second Session
Dates: 1 - 5 December 1997. 82 States Parties participated. Chairman Ambassador Simbarashe S. Mumbengegwi of Zimbabwe. Agenda items included Appointment of External Auditor; Proposed mechanism for updating the OPCW Central Analytical Database; OPCW logo; Requests for conversion of chemical weapons production facilities for purposes not prohibited under the Convention; Reporting of aggregate national data for Schedule 2 and 3 chemicals; Meaning of "production" as defined in Article II, subparagraph 12(a); Terms of appointment of the Director-General; Appointment of the liquidator of the Preparatory Commission for the OPCW; and Errors in the text of the Convention.
First Session
Dates: 6-23 May 1997. In accordance with Article VIII, paragraph 10 of the Convention, the Secretary- General of the United Nations, in his capacity as Depositary of the Convention, convened the First Session of the Conference of the States Parties in The Hague, the Netherlands, from 6 - 23 May 1997. 80 States Parties participated. Chairman: Mr Pieter Cornelis Feith of the Netherlands. Agenda items included Financial Regulations; Scale of Assessments to be paid by States Parties; Staff Regulations and rules; All matters related to the transfer of property, functions and recommendations of the Commission to the Organisation; Headquarters Agreement with the Host Country; The (Preliminary) Tenancy Agreement of the OPCW Building; Models for facility agreements; and the OPCW Media and Public Affairs Policy.
