Director, Office of Internal Oversight

Ambassador Babacar Carlos Mbaye

Ambassador Babacar Carlos Mbaye was appointed Director of the Office of Internal Oversight in January 2011.

He has a Masters degree in Public Law and a diploma (Diplomacy Section) from the National School of Administration and Magistracy (ENAM), Dakar, Senegal. 

Ambassador is a career diplomat. Before joining the OPCW, he served as Head of the Division of Agreements and Conventions at the Ministry of Foreign Affairs before being posted in August 1980 to the Embassies of Senegal in Stockholm (1980-1983), Rabat (1983-1985) and Brussels in 1985.  He served as the first resident Ambassador of Senegal to Turkey (2006-2007). He was the Permanent Representative of Senegal to the United Nations Office in Geneva and to other international organisations in Switzerland (2007–2010), as well as Ambassador to Switzerland (2008-2010). 

In addition, Ambassador Mbaye has held a number of senior positions in the Presidency of the Republic of Senegal and the Ministry of Foreign Affairs. In these roles, he has served as Diplomatic Adviser to the Head of State of Senegal Permanent Secretary to the Minister of Presidential Services and Affairs and Secretary-General for Presidential Services inter alia, organising, coordinating and supervising work in the “Inspection générale d’Etat”(National Auditing Body).

Ambassador Mbaye acted as Senior Technical Adviser at the Ministry of Foreign Affairs. He also served as United Nations Observer/Consultant to the Cameroon-Nigeria Mixed Commission on the implementation of the ICJ judgement on their border dispute. 

Ambassador Mbaye is married with two children.
